Policies and Priorities

Protecting Minnesota’s pristine natural landscapes is an absolute, non-negotiable priority for the health of our communities and the legacy we leave for future generations. Our state’s environmental identity is defined by its clean lakes, lush forests, and delicate ecosystems, all of which require fierce legislative defense against corporate overreach and exploitation. This duty has become profoundly urgent following the deeply concerning federal rollback that stripped protections from the watershed of the Boundary Waters Canoe Area Wilderness, paving the way for toxic sulfide-ore copper mining and exploration directly upstream from this irreplaceable national treasure.
While federal actions have left our wilderness vulnerable, the State of Minnesota must stand as the ultimate backstop. I am completely committed to utilizing every tool at our disposal—strengthening the regulatory authority of the Minnesota Department of Natural Resources, passing permanent state-level legislative bans on non-ferrous mining in protected watersheds, and enforcing rigid water quality standards—to stop toxic pollution before it starts. We must defend the places we cherish, ensuring that Minnesota's water, air, and wild spaces remain clean, safe, and protected for generations to come

The middle class was built by organized labor, and a thriving economy requires a strong, protected union workforce. When workers choose to exercise their right to organize, they deserve a fair process free from corporate intimidation, psychological pressure, and employer coercion. Minnesota took a major, historic step forward by passing the landmark ban on mandatory anti-union "captive audience" meetings—a crucial pro-worker protection that successfully survived corporate challenges all the way to the U.S. Supreme Court. As your State Senator, I will fiercely protect this law from rollback and expand our state's labor defenses.
True labor justice means providing robust state funding and expanded enforcement resources to the Minnesota Attorney General’s Office to aggressively crack down on union-busting tactics. We must empower state investigators to go directly after the multi-billion-dollar corporate consulting firms that specialize in dismantling organizing drives, misclassifying workers, and violating labor standards. By holding union-busting corporations accountable and securing the right to organize, we ensure every Minnesotan has a fair shot at a stable career, safe working conditions, and fair wages.

A thriving future for Minnesota begins in our classrooms, which is why we must fully fund our public schools through an equitable approach that ensures every student—regardless of zip code or background—has the tools to succeed.
True educational excellence means investing across the board: expanding cutting-edge STEM programs to prepare kids for the modern economy, while deeply protecting robust arts and music education to foster creativity and critical thinking. No student should be left behind because of underfunded resources, crowded classrooms, or a lack of support services. Achieving this requires standing up for our educators by providing competitive pay, professional development, and the classroom resources they need, while ensuring our schools have the mental health professionals, counselors, and staff necessary to support the well-being of the whole child. By lifting up both students and teachers alike, we build stronger, more resilient communities from the ground up.

“Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex.”
Equality should never be subject to changing political tides; it belongs firmly enshrined in our founding document. That is why I am making an explicit pledge to propose and champion legislation on day one to place the Equal Rights Amendment (ERA) on the next available statewide ballot for a constitutional amendment. Codifying the ERA is a fundamental and long-overdue chapter in our state’s history. By giving everyday Minnesotans the power to vote on this amendment, we can permanently protect the personal freedom, equality, and human dignity of every resident in our state—building a bedrock of absolute, unyielding legal protection against discrimination that will safeguard future generations.
But a true Equal Rights Amendment cannot stop at sex or gender alone. True equality means leaving no one behind, which is why my proposal establishes a comprehensive framework of protection that mirrors the full, inclusive vision of HF501. This amendment explicitly expands constitutional protections to prohibit discrimination based on race, color, national origin, ancestry, and disability alongside sex, gender expression, and pregnancy. By enshrining these broad, intersectional guardrails into our founding document, we will create the most robust civil rights framework in the nation—guaranteeing that every single Minnesotan is completely and unconditionally protected under the law.

True public safety requires a balanced, common-sense approach that simultaneously protects our communities from gun violence while fiercely defending the constitutional rights of law-abiding Minnesotans. As an avid hunter, a lifelong conservationist, and someone who firmly believes in the inherent, fundamental right to bear arms for self-defense, I know firsthand that responsible gun ownership is a staple of Minnesota’s heritage. But keeping our neighborhoods safe means keeping firearms out of the hands of violent criminals and predatory offenders. I support closing background check loopholes for all gun sales to ensure our laws are uniformly enforced, alongside practical, secure-storage initiatives that prevent tragic accidents and keep firearms from being stolen by street criminals.
Crucially, we must also address the root causes of crime by dedicating robust state funding to community-based violence intervention programs and mental health resources. We do not have to choose between protecting our communities and protecting the Second Amendment—by equipping law enforcement, expanding community intervention, and respecting the rights of responsible gun owners, we can do both.

Healthcare is a fundamental human right, yet the current corporate-run system prioritizes insurance company profits over human lives. We must take aggressive state-level action to dismantle the barriers that keep Minnesotans from getting the care they need. True healthcare justice means passing legislation to hard-cap out-of-pocket costs for critical prescription drugs, including insulin, asthma inhalers, and cancer treatments, so no neighbor has to ration life-saving medication. Furthermore, we must clamp down on predatory insurance practices by banning the overuse of prior authorization and establishing strict independent oversight to penalize insurance giants that routinely deny necessary medical claims and overrule trusted doctors.
Most crucially, I will fight to eliminate restrictive, corporate-designed insurance networks in Minnesota, ensuring that if you pay for insurance, you can see any doctor or visit any hospital in the state without facing devastating out-of-network bills. By reining in insurance corporate greed and ensuring total freedom of provider choice, we can guarantee that every Minnesotan can access the high-quality, comprehensive care they deserve.

The dream of homeownership is a cornerstone of family stability and wealth-building, but today, everyday Minnesotans are being locked out of the market by massive out-of-state institutional investors. In recent years, corporate entities and private equity firms have used their deep pockets to buy up large swaths of single-family starter homes with cash, artificially driving up prices, squeezing out first-time buyers, and turning traditional neighborhoods into permanent rental blocks.
I firmly believe that single-family homes should be owned by families, not hedge funds. To rebalance the market and return power to our communities, I strongly support state-level legislation—like the currently proposed ban on private equity home ownership—to completely prohibit institutional mega-corporations from buying up single-family properties, duplexes, and triplexes. By stopping Wall Street from monopolizing our local housing supply and holding predatory corporate landlords accountable, we can stabilize housing costs, protect the character of our suburban communities, and ensure that the next generation of families in Minnesota can actually afford to buy a home of their own.
-
Too many families in our suburban and growing communities are feeling the strain of rising prices on day-to-day essentials like housing, child care, energy, and groceries. True inflation relief means keeping more hard-earned money in the pockets of working Minnesotans. I am committed to building on proven DFL initiatives by fighting for meaningful middle-class property tax relief, implementing structural solutions to bring down the cost of utilities, and expanding access to affordable housing and rent assistance so no neighbor breaks the bank just to keep a roof over their head.
We must continue to support and strengthen game-changing investments like universal school meals—which directly lower household grocery costs—and robust state child tax credits that ease the financial burden on young families. By prioritizing targeted tax relief for the middle class and holding price-gouging corporations accountable, we can lower the cost of living and ensure that every family in Minnesota can afford to live, work, and thrive.

As rapid residential growth continues to transform Minnesota, our state government must ensure that our local infrastructure and small business economy keep pace with development. Smart growth means securing robust state funding to upgrade our roads, bridges, and public utilities, reducing traffic congestion and ensuring our transit corridors are safe and efficient for expanding communities from Maple Grove to Corcoran and Medina. But infrastructure is only half the equation; the backbone of our district's character and economic vitality is our small business community.
I am committed to cutting red tape, expanding access to low-interest capital, and creating targeted state incentives that help local entrepreneurs and Main Street businesses thrive alongside new developments. By pairing strategic infrastructure investments with strong support for home-grown businesses, we can manage our region’s growth responsibly, create high-paying local jobs, and ensure Western Hennepin County remains a vibrant, well-connected place to build a life.

A safe, thriving community requires a foundation of trust between residents and the law enforcement officers sworn to protect them. Supporting our law enforcement means ensuring local agencies have the robust state funding, mental health resources, and modern training programs necessary to perform their duties safely and effectively. However, true public safety cannot exist without absolute accountability. When misconduct occurs, it erodes the integrity of the badge and compromises public trust, which is why we must uphold rigid standards of transparency and oversight. I support expanding the authority of the Minnesota POST Board to decisively investigate and discipline systemic misconduct, enforcing mandatory body-worn camera compliance, and strengthening independent investigative units—like the Bureau of Criminal Apprehension's Use of Force Unit—to handle officer-involved incidents objectively.
By equipping our dedicated officers with the premier resources they need to succeed while ensuring swift, independent accountability for those who violate their oath, we protect our communities and honor the vast majority of peace officers who serve with integrity every day.

A cornerstone of our democracy is the protection of our fundamental civil liberties, and as your State Senator, I will fiercely defend the constitutional rights of every Minnesotan against any form of overreach—including unlawful federal infringements. When federal agencies bypass basic constitutional checks, engage in overzealous enforcement tactics without judicial warrants, or use temporary deployments to trample on local autonomy, the State of Minnesota must stand as a critical shield for its people. I strongly support legislative efforts to create direct state-court remedies for residents whose civil rights are violated by federal authorities, ensuring true accountability where federal immunity often blocks justice.
Furthermore, we must protect personal data and privacy by placing strict limits on government surveillance, restricting the unvetted use of invasive tracking technologies, and ensuring state and local law enforcement are never weaponized to enforce federal overreach.
As part of this commitment, I will introduce legislation to completely restrict the unfettered expansion of automated license plate readers like Flock Safety cameras, which currently engage in passive, dragnet mass data collection on law-abiding motorists. Under my proposal, private vendor-managed databases will no longer dictate our streets.
Instead, any installed license plate reading cameras must be strictly leased and managed under the direct purview of the Minnesota Department of Public Safety. Furthermore, their use will be restricted exclusively to the approved purpose of locating specific suspects or vehicles—and only after a judge or magistrate has reviewed and approved the law enforcement request using the exact same rigorous probable cause standards required for a traditional search warrant. By strengthening state-level protections for free speech, privacy, and due process, we ensure that Minnesota remains a sanctuary for individual freedom and equal justice under the law.
This video demonstrates how concerns over mass data tracking and private data control have already led local Minnesota communities to push back against private automated license plate reader networks:

While Minnesota recently made important strides by signing the bipartisan HOA Bill of Rights into law to limit frivolous fines and curb board retaliation, we must go further to strip away the near-monopoly of power held by predatory property management companies and unchecked boards. True homeowner empowerment means giving residents the absolute right to control their largest financial asset without institutional gatekeeping. I will champion pioneering legislation to establish a dedicated, state-level Office of HOA Oversight and Consumer Protection. This independent agency will serve as an ombudsman to investigate resident complaints, audit association financials, and enforce transparency. Crucially, this policy will create a direct, board-free democratic escape hatch: homeowners will be legally empowered to bypass their HOA board entirely to initiate, petition, and hold a binding community-wide vote on whether to dissolve their association. By allowing residents to submit their independent, certified vote counts directly to the state oversight agency for final dissolution—free from board interference, intimidation, or approval—we will finally tip the scales of justice back to working families and restore true property rights to Minnesota homeowners.

Every Minnesotan deserves the fundamental right to make their own private healthcare decisions without interference from politicians or the state government. While Minnesota has taken historic steps to codify abortion rights and contraception access into state law through the Protect Reproductive Options (PRO) Act, we must remain vigilant against ongoing national and local efforts to roll back these essential protections.
True reproductive freedom means ensuring that healthcare remains accessible, safe, and private—which includes protecting sensitive personal health data from being weaponized and defending our medical providers from out-of-state legal overreach. I am fully committed to safeguarding reproductive autonomy for every individual, ensuring that decisions about pregnancy, family planning, and bodily integrity remain strictly between patients, their families, and their trusted medical professionals.

An economy that works for everyone must be built on the principle of progressive economic justice, which requires unrigging a tax system that has long favored massive corporations and the ultra-wealthy over working people. True tax fairness means providing substantial, permanent tax breaks to middle-class families and working-class Minnesotans through expanded child tax credits, robust state property tax refunds, and relief on everyday essentials. We must pay for these critical investments by demanding that those at the very top finally pay their fair share. I will fiercely champion progressive state tax policies, including implementing a first-of-its-kind 1% state wealth tax on fortunes exceeding $10 million, establishing a new fifth income tax tier of 10.85% on multi-million-dollar earners, and closing corporate loopholes used by multi-billion-dollar conglomerates to shield their profits.
It is fundamentally wrong that working families face an unequal tax burden while the super-rich monopolize our state's wealth. By aggressively taxing concentrated corporate power and extreme wealth, we can rebuild our middle class, fully fund our communities, and create a Minnesota that prioritizes human need over corporate greed.
